I cannot change my primary alias

I have a number of emails but I can no longer make them my primary alias. I changed my primary alias a few weeks ago but when I sign into my account with the new alias my account shows I am logged in with the previous account alias. The new alias appears in account details but does not appear in the list of emails in ways to log in. If I attempt to change the alias I get a message saying we are unable to make (email) the primary alias try again later. I have created a new email and waited 24 hours but that has been refused. I have tried signing out everywhere but that has been refused. I have also tried the credential manager / microsoft cookies route but that failed too.
