Azure backup of windows server, after restore not all local users are present

Hi, Im doing azure backup for my azure VMs, Yesterday I was doing a test restore of a server, restore was create new server, I turned off my old server and turn on the restored one. Server was up and running but in the restored server, there were not all local admin present as it is on the PROD original server.
Do you know why this can happened? I didnt found any exception. thank you!

I've not seen something like that happen. The most likely reason would be that the restore point in question is older than user creation. There's no reason that only some users would be restored and not others.
Would require more in depth investigation, but you should cross reference user creation date/time with the date/time of the restore point that was used.
