I am unable to install SQL server 2017 developer edition.
While installing, after setup is downloaded, instead of redirecting to SQL Server installation center, its popping out with a window giving a cross symbol.
Basically setup.exe is not opening.

The error information you offered is too less for us to analyze. Please share us the SQL server setup log for analysis. The file is located at %programfiles%\Microsoft SQL Server\140\Setup Bootstrap\Log by default. Refer to View and Read SQL Server Setup Log Files.
If the SQL server setup log is not generated during this SQL installation, please using process monitor to find the reason that SQL server setup did not run.
By the way, did your setup file is corrupt? Could you please download the SQL server 2017 setup file from this link again and run the setup file as administrator. By the way, SQL server 2019 is the latest version, suggest you using it.

There isn't enough information here to be useful. Please verify your download completed successfully. Confirm that the download isn't being blocked either by Windows (properties -> Unblock) or your AV software. Go to the event logs and look for any errors that might have been generated. Go to the temp directory and look for any SQL setup logs that might contain useful information.
Once you have more information about what the error is please update this post and perhaps someone can help guide you.
