School web blocking on an iPad is controlled by the school or district (through tools like device management, filters, or Family Safety) and cannot be turned off by students.
To change or remove those restrictions, the only option is to contact the school’s IT department, administrator, or teacher and ask them to review or adjust the blocked sites or policies. Microsoft and other vendors cannot provide passwords, bypass methods, or steps to remove school-managed filters or management profiles.
If the iPad is managed with Microsoft tools (for example, Intune for Education), all web, app, and Safari restrictions are configured centrally and can only be changed by the school’s administrators.

To further check on this, are you trying to sign in your school account to your iPad and that's the time you get an error with signing in and blocked the complete sign in?
If yes, then the best option to proceed is to contact your School IT Admin to enable it. The restriction is controlled by the school's IT administration through policies.
