Why isn't the "Edit Items" of SharePoint, Default permission levels, split, edit properties and edit document contents?

I am confused why there isn't more variety incorporated into the SP permission levels. Actionable activities appear lumped into a level, which makes for an inconvenience self-service, no-code experience when admins/content managers would best benefit from a list of separable activities to choose from beyond the "default". I am trying to migrate users from an older model of SP to a different operating model with no folders and designated views. My goal is to restrict the activity of users in the instance of a migration folder to allow users to only update document properties. I don't want them to edit the documents, be able to delete, etc. We will have an automation to cut and paste the documents from this transition folder into the main library where they will then be able to have contribute level permissions. This is an effort to force the end user to adopt the new model. Is there another way to create custom permission levels, if the default are too default, where users can only edit document properties (name and column details)?

According to my research, we cannot possible to split the "Edit Items" function, this is by design.

Once you have Edit permission or higher permission, then you can edit properties (columns) of the document and edit the document content. This one cannot be split.
