Outlook can export contacts (including contact groups) to a file that Gmail/Google Contacts can import, but it cannot export Outlook mail folders themselves into Gmail. Mail folders must be moved by copying or moving messages using an email client connected to both accounts; only contacts are covered by the documented process.

To transfer Outlook contacts and contact groups into a Gmail account:

1. In Outlook, select File > Options > Advanced.
2. Under Export, select Export.
3. In the Import and Export Wizard, select Export to a file, then Next.
4. Select Comma Separated Values (or Comma Separated Value (DOS), depending on version), then Next.
5. Select the Contacts folder that contains the contacts and contact groups to transfer, then select Next.
6. Choose a location and file name for the CSV file and select Next.
7. If needed, select Map Custom Fields to adjust which Outlook fields are exported, then select Finish.

Then import the exported contacts into Google Contacts:

1. Sign in to the Gmail account, then open Google Contacts (for example, via the Gmail > Contacts menu or directly at Google Contacts).
2. In Google Contacts, select More > Import.
3. Under Import Contacts, select Browse.
4. Choose the CSV file exported from Outlook and select Open.
5. Select Import.

This process transfers Outlook contacts and contact groups into the Gmail account’s contacts. Outlook mail folders themselves are not exported by this wizard and must be handled separately via an IMAP client if needed.
