Thank you for sharing the details. Based on what you described, this looks more like a PC Manager interface/change in the current app version rather than a problem with Windows itself. Microsoft’s PC Manager site still references “Toolbox & Mini toolbar,” but there does not appear to be official guidance showing how to restore the older Toolbox layout in version 3.21.1.0 after it is replaced by items like AI Tools and Clawboard.
Because of that, reinstalling Windows Explorer would not normally bring that feature back. However, here are some possible alternative workarounds that you can try:
- Use Snipping Tool directly for screenshots - Press Windows + Shift + S to capture a screenshot quickly.
- Use screen recording if needed - Press Windows + Shift + R to record part of your screen.
At this point, the safest conclusion is that the old Toolbox may have been changed, moved, or retired in the current PC Manager build rather than removed by a problem on your PC. I understand that is frustrating, especially when it was part of your daily workflow.
