The photos do not form thumbnails, the system says i don't have permission but this seems to only occur in selected folders, despite me giving myself full access. Problem occurs with file Explorer, qdir and ACDsee at least

Right click the E drive in File Explorer and select Properties.
Select the Security tab on the resulting dialog.
Click the Advanced button.
Click the 'Change' button beside the drive owner entry.
Set the owner to a new user named Everyone.
Apply that setting ensuring it applies to all sub-folders and wait for that process to complete.
Then restart File Explorer and test if that resolves the problem.

Where are yo unable to see the image files, is that in File Explorer or in the Photos app.
If that is in the Photos app, have you added the E drive folder containing the image files to the Photos app.
