The account that verification codes are sent to is no longer accessible. How can I change it. It is an SBCglobal account

I just bought a new I phone and the hotmail account is not loading. I noticed that my address for the verification notice is a dormant SBCGlobal account. Also, the text number is instead my land line and cannot receive text messages. How can I change the text number and delete the SBCGlobal account.
