Can not create publisher in VS Marketplace

Question

I want publish a extensions for vscode.
I have logged in by a microsoft account, and created a "full access" Personal Access Tokens in Azure DevOps.
but nothing responds after clicking the "Create" button below:

i tried different Name, ID, or fill "About you", no effect.
