I just got an excel key and when I try to login, it keeps looping me back to choose a way to sign in. If I try to activate via key, it states that key is already used.
It was most likely used when I entered the key to download the setup.

I think Excel’s loop is just a wrong‑acct token hanging on, so sign‑out all Office once and sign‑in only with the acct that redeemed the key and it settles.

Remove the Office credentials from the Windows credentials manager and try signing in with your account on the Office apps.
Once done, restart your computer and sign in to Office applications.
I have removed MS, Microsoft office related entires however the issue still remains. I cannot sign in, loops back to "choose a way to sign in".
When I chose to login with a different account it lets me do it. The key is not registered to that account.

If you can sign in with a different account, this indicates a technical authentication issue with your own account.
I recommend repairing the Office applications on your device and then trying to sign in again.
To repair Office apps:
Go to Start > Settings > Apps > Installed apps.
Find Microsoft Office in the list, click the three dots (⋯), and select Modify.
Select Online Repair.
Wait until Office finishes reinstalling.
Once this is complete, try signing in again with your account.
issue is still the same after online repair had finished. Different login types loop as well

Could you please switch your account to a local account and then back to a Microsoft account and see if you can sign in?
To do that,
Go to Start > Settings > Accounts > Your info > Select switch to a local account instead.
Then, follow the prompts to switch it to a local account.
Once done, sign out and sign in to the new local user profile.
Then, go to Start > Settings > Accounts > Your info > Select 'Switch to a Microsoft account instead'.
Sign in with your account.
Once signed in, open the Office applications and sign in with your Microsoft account registered with your Office license.
If you are still experiencing issues,
Click Windows + R key, type netplwiz, and click ok.
Select Add > Sign in without a Microsoft account (Not recommended) > Local account.
Create a new local user profile.
Once done, sign out and sign in to the new local user profile created.
Open Office apps, such as Word.
Sign in with your Microsoft account.
