In Windows 11, the taskbar hovering behavior you’re describing usually happens when it’s set to automatically hide. To stop it from appearing when you move your mouse to the bottom of the screen, you need to disable the auto-hide feature. Right-click on an empty area of the taskbar, choose Taskbar settings, and look for the option called Automatically hide the taskbar. Make sure it’s turned off. Once you do this, the taskbar will remain visible at all times and won’t pop up when your cursor touches the screen edge.

If you prefer using the Settings app directly, press Win + I to open Settings, navigate to Personalization, then Taskbar, and in Taskbar behaviors, ensure that Automatically hide the taskbar is unchecked.

It appears that you're asking about Aero Peek (taskbar thumbnail live previews). This may help.

Enable or Disable Peek in Windows 11
