Subject: Unable to Retrieve BitLocker Recovery Key Due to Microsoft Account Verification Restriction

Hi Team,

We are facing an issue while trying to retrieve the BitLocker Recovery Key for a Windows desktop device associated with a personal Outlook/Microsoft account.

Issue Details:

  • The user is able to sign in successfully to the Outlook/Microsoft account.
  • However, while accessing the BitLocker recovery key portal, Microsoft asks for additional verification through the registered mobile number.
  • OTP/verification codes are not being received on the registered phone number.
  • While trying alternate verification methods, Microsoft displays the following messages:
    • “That method isn't working right now. Please try another way to verify it's you.”
      • “You can't do that again just yet. As you recently recovered your security info, we'll prevent you from marking them as lost for 30 days.”

Additionally, screenshots confirm that a “Security Info Replacement” process was recently initiated/cancelled for the account, and Microsoft appears to have placed the account under a temporary 30-day security hold/restriction.

Important Points:

  • This is a completely personal Outlook/Microsoft account.
  • The account is not managed under any organization, Microsoft 365 tenant, Partner Center, Entra ID, or Admin Center.
  • Therefore, admin-side actions such as MFA reset, session revocation, or recovery key retrieval cannot be performed.

Current Impact:

  • Unable to access/retrieve BitLocker Recovery Key.
  • Device remains locked due to BitLocker encryption.
  • OTP verification methods are restricted/not functioning.

Request: Could anyone please suggest:

  1. Whether Microsoft Consumer Support can help in this scenario?
  2. Is there any workaround to retrieve the BitLocker Recovery Key during the 30-day security hold period?
  3. Any recommended recovery steps for personal Microsoft accounts facing this issue?

    If you’re on the sign-in page and can’t access your authentication app, click “I can’t use my app right now.” Then look for an option like “Show more verification methods” to see if you have a backup (e.g., a phone number or alternate email).

    If you don’t have access to any of the options listed, select “I don’t have any of these.” This will begin the recovery process. As part of that process, Microsoft will let you add new contact information — but only after a 30-day waiting period.

    This 30-day delay is intentional. It’s a security safeguard designed to protect users in case someone else tries to hijack their account by changing recovery info. The wait gives the rightful owner time to notice and stop unauthorized changes.

    So if you need to use the computer right away your only option is clean install. Set up with a different account for now. Wait 30 days and link the old account back. However doing so you do lose all data unless they were already backed up somewhere such as OneDrive.
