I noticed you reported my answer doesn't resolve the issue, and I want to make sure I answered your question completely and accurately. I recommend keeping updates paused temporarily. A short pause for (1–2 weeks) is reasonable here while Microsoft investigates additional reports or releases a revised cumulative update.
Installation of KB5083769 resulted in inability to sign in to PC
After installing KB5083769, on trying to restart I got a message that my PIN was unavailable. I entered safe mode, but was unable to sign in with a password. I was only able to do so and reset the PIN after uninstalling the update. Although my update history says it was successfully installed, I'm being asked to install it again. I do not want to have the same sign-in problem. (I am not signed into OneDrive, if that is relevant, and this is a personal PC.) I have paused updates for now. Is it safe for me to reinstall it?

I recommend reporting the issue via Feedback Hub app to notify Microsoft.
If the issue is fixed by uninstalling the said update, please try temporarily pausing updates to avoid reinstalling it.
Open Settings > Windows Update > Pause updates > Pause for 1 week
I look forward to your update and am happy to continue working with you until the issue is resolved. If you find the answer helpful, please click "Accept Answer" and consider upvoting it. Otherwise, please keep me posted by clicking "Add comment" below instead of selecting Yes or No.
