We are unable to deploy any Azure OpenAI models in our subscription. Deployments fail consistently with: Error code: 715-123420

Every error code is followed by "please contact support". I attempt to create a support ticket and the system does not let me complete the support ticket. It instead tries to give me CoPilot troubleshooting advice. I know that I pay the additional support level that allows me to pay for support tickets, so I am currently stuck. Everything I see on this error code is that the only way to fix it is by literally creating a support ticket.
