Using Classic Outlook on Windows for personal email, calendar, and contact management
I would suggest that instead of deleting the Sync Issues folders, you check them for errors and then just clear the contents. They can contain valuable information if you are having sync problems.

If you still want to get rid of them - You should be able to do a simple folder Delete. But it may come back if there is a sync error. You can try hiding them instead.
