Hi Team,

I am getting charged for a cancelled service on an unused Azure subscription. I tried raising a support ticket but I am getting below error when I complain about it and select the refund option in my ticket. It seems to me some technical issue in the Azure portal.

Expedited refund limit reached

Submit a support request to get a refund.

Please look into this issue and cancel my subscription so that unwanted charges can be avoided.

Thanks

The “Expedited refund limit reached – Submit a support request to get a refund” message means the self‑service/expedited refund flow for that subscription has hit its limit. In this case, use a standard billing support request and cancel the subscription directly in the Azure portal.

    Follow these steps:

    1. Cancel the Azure subscription to stop future charges
      1. In the Azure portal, go to Cost Management + Billing.
      2. In the left menu, select Subscriptions (or Azure subscriptions).
      3. Select the subscription that is being charged.
      4. At the top of the page, select Cancel.
      5. If prompted, review any listed resources and select Cancel subscription.
      6. Choose a reason for cancellation.
      7. If a support plan is shown and no other subscriptions use it, select Turn off auto-renew.
      8. If there are running resources, select Turn off resources (ensure any needed data is backed up first).
      9. Select Cancel subscription and wait for the completion notification.
This stops new charges; any outstanding usage will still appear on the final bill for the current billing cycle.
    2. Create a billing support request for the refund (instead of the expedited flow) Because the expedited refund path is blocked, raise a normal billing support ticket:
      1. In the Azure portal, go to Help + support (or use the support entry point) and start a new request.
      2. For the problem type, choose a Billing or Cost and billing category.
      3. When the portal shows recommended solutions, use Return to support request and then Next to continue creating the ticket.
      4. On Additional details, clearly describe:
        • That the subscription is unused and was cancelled.
        • That charges are still appearing.
        • That the portal shows “Expedited refund limit reached – Submit a support request to get a refund.” when trying to request a refund.
        • When the issue started and any steps already taken.
      5. Optionally upload screenshots (for example, the error message and subscription status) using the Upload file option.
      6. Choose the appropriate Support plan and Severity, then complete Review + create to open the ticket.
Billing support is free; the billing team can both investigate the incorrect charges and process any eligible refund.
    3. If needed, manage or update the support request
      • To add more evidence (screenshots, logs), open All support requests, select the case, and use Upload file.
      • If the case is closed before the issue is resolved, use Reopen request within the allowed time window.

If the portal continues to block ticket creation at any step, use the generic “billing” support path described above and explicitly mention that the expedited refund workflow is failing so the engineer can route it correctly.
