By looking at the error message, it seems like either the content in Azure blob storage is unavailable or may be content folder is missing or blob configuration is incorrect.
The error message also says The operation might succeed on a retry.., in case if your blob configuration is correct then could you please give a retry and see if that helps as this issue could be a transient one.
Incase if your configuration looks good and everything was setup correctly but still the issue persists then if you have a support plan I would recommend you to file a support ticket so that a support engineer can take a deeper look into your configuration and figure out the root cause.
