Azure SQL Managed Instance stuck in "Starting" state for over 1 hour

We have an Azure SQL Managed Instance that has remained in a "Starting" state for over one hour and has not transitioned to Ready.

Environment:

  • Azure SQL Managed Instance
  • Region: UK South
  • Tier: General Purpose (Gen5), 4 vCores

Observed behaviour:

  • Managed Instance status remains "Starting"
  • Database remains "Stopped"
  • Multiple page refreshes show no change
  • No progress after waiting over one hour

Actions attempted:

  • Refreshed Azure portal
  • Checked troubleshooting options
  • Looked for TDE-related issues

Is the instance startup/provisioning process stuck, or is there a platform/resource issue preventing the instance from reaching Ready state?

Resolved: The issue was related to the Managed Instance Start/Stop schedule. The instance failed to start at the scheduled time, and modifying the schedule appeared to leave the start operation stuck. Deleting the Start/Stop schedule immediately resolved the issue.
