Microsoft 365 features that help users manage their subscriptions, account settings, and billing information.
Based on the current experience, personal Microsoft accounts and work or school (education) accounts are managed as separate account types, and an option to link or merge these accounts is not available.
Since these account types are handled under different systems, features and options available for one do not apply to the other, which explains why a linking option cannot be found.
This is not related to a missing step or an account-specific issue, but rather how the account types are structured. Microsoft Account Support would be best positioned to confirm this behavior.
If needed, you may continue using each account separately depending on the service requirements.
