Realtek Audio Console, error msg "cannot connect to RPC"

trying to use and run , realtek audio console . " cant connect to RPC". go 2 services, it was running. same platform, went to rpc locator not running, set to auto, rebooted and same problem, next steps to get this running? iam running win 11pro education in hp deskpro G5 400 sff 6 core x64
