Have tried unsticking the RAM and cleaning the slots, but the red light and the beeps are still there.

The red LED and beeping when you start your system indicates there is either a hardware fault or a problem with BIOS, not a problem with Windows.

Each PC manufacturers has specific beep codes to identify the problem, what is the sequence of beep codes (e.g. 3 long and 2 short) you hear when you start your device.

The manufacturer of your computer can tell you exactly what the sequence of beeps and lights mean, and what you can do about them.

Since you likely have a serious hardware problem that could potentially affect your entire computer, I don't want to make presumptions or take guesses. This is a question for the manufacturer.

In general, you should not use anything other than compressed air inside your computer.

If you know how and have a restore point you may want to try a System Restore back to a time when your computer was functioning as it should.

Have you recently made any changes such as installing updates, any third-party app etc.

I recommend to perform clean boot once:

Follow basic hardware and Windows troubleshooting for stop errors and unexpected restarts, focusing on hardware and environmental issues.

    1. Remove any recently added hardware
      • Shut down the PC and disconnect power.
      • Remove any new RAM sticks, drives, or expansion cards added recently.
      • Start the PC with only the original hardware to see if the beeps and red light persist.
    2. Check for overheating and poor ventilation
      • Ensure all fans (CPU, case, PSU, GPU) spin freely and are not obstructed.
      • Clean dust from vents, heatsinks, and fans.
      • Make sure the PC is in a well‑ventilated room and not enclosed in a tight space.
      • Overheating or poor power/ventilation can cause hardware to behave erratically and trigger error beeps or stop codes.
    3. Verify device status in Windows (if it can boot)
      • If Windows starts, open Device Manager (right‑click Start → Device Manager).
      • Look for devices with a yellow triangle and exclamation mark.
      • For any such device: right‑click → Update driver. If that does not help, disable or uninstall the device.
    4. Check for repeated blue screens or stop codes (if Windows boots intermittently)
      • If Windows restarts with blue screens or stop codes, follow these basic steps:
        • Start in Safe Mode if normal boot is unreliable.
        • Ensure there is sufficient free disk space (10–15% free).
        • Install the latest Windows Updates and drivers.
        • If the issue started after a recent change (driver, app, or update), use System Restore or other recovery options to roll back.
    5. Update and verify drivers and firmware (if accessible)
      • Use Windows Update to get the latest updates and drivers.
      • If a specific device is indicated by a stop error, manually update that device’s driver via Device Manager.
    6. Check memory and hardware health (if Windows can run diagnostics)
      • Run Windows Memory Diagnostic and review results in Event Viewer under Application and Services Logs → Microsoft → Windows → MemoryDiagnostics-Results → Debug.
      • Event ID 2001 indicates no memory errors.
    7. If hardware issues persist
      • Persistent beeps and CPU/board LEDs often indicate a hardware fault (CPU, motherboard, RAM, or power). If cleaning, reseating RAM, and removing new hardware do not resolve it, contact a qualified technician or HP support to check CPU, motherboard, power supply, and environmental/power conditions (voltage, room temperature).
