I'm trying to rebuild a set of SCCM servers.
The target SCCM server has been upgraded several times in the past, and now the version is 2010.

The version of SCCM when I first built it was 2016.
I would like to include the latest SCCM version when rebuilding.

Is this okay?
(I want to use the same license key as the current SCCM.)

Also, regarding the version of SQL Server, it is currently 2016, but I would like to use 2019.
Please let me know if there is a problem.

I'm trying to rebuild a set of SCCM servers.

Define what this means in technical terms please. Are you planning on formatting the volumes, reinstalling the OS from scratch and then restoring ConfigMgr? Or something else?

Also, what has led you done this path and to the conclusion that this is necessary?

The version of SCCM when I first built it was 2016.

There is no such ConfigMgr version.

Since this is a net new environment, there are no issues with anything that you've outlined although note that IP address is irrelevant. Also, this is a lot of work to just change a server name.
