@Rob Whittle Updating the backend investigation here, after taking this offline we found that the subscription on which the resource were created was disabled.
The subscription needs to be enabled before we can dismiss any alerts.

Hi, we have a few low severity security alerts which we cannot dismiss. These alerts are on resources which have since been deleted. How can I dismiss the alerts? The error message we get is something like this:
"Failed to update security alert Access from an unusual location to a storage blob container (xxxxx-xxx-xxxx-xxx) to 'Dismissed'. Please try again later."
