Techcommunity sign-in impossible

Question

I tried to login at [techcommunity.microsoft.com], but I was not allowed with a message "The request is blocked." Then, I tried to register (create a new account) there, but when I clicked 'Register' the same "The request is blocked." message appeared. Then I created another MS account, and tried to login at [techcommunity.microsoft.com]. Same message. I think my device is blocked. But I can access other MS sites (account, [Outlook.com], Onedrive, etc).
