Laptop Keyboard not working on cold start up. I must restart to enter pin.

After a power down and turn on, my keypad does not allow me to enter my pin (keyboard doesn't function). Only after I go to "restart" does the keyboard function.

    Open Command Prompt, then paste in this command and press Enter:

    msdt.exe -id KeyboardDiagnostic

    Run that Keyboard Troubleshooter to see if that can solve the problem.
