Activation lost after Reinstalling Windows 11

BiDi in PowerShell and cmd.exe broke for some reason. Arabic text was being shaped correctly but displayed LTR.
Tried many, many things to fix it. Code pages, Fonts, Registry settings. Eventually decided to reinstall keeping apps, files and settings.
When reinstallation was over, I was getting Activate Windows appeared. Activation claimed "you do not have a valid license or key error 0x803FA067. Troubleshoot does not give me the "changed hardware" option.
Until I started the reinstall, Windows had been activated and linkedto my account. This machine has had Windows activated since 8.1 through 10 and into 11.
Chatting with a Microsoft support "agent" ended with the agent insisting I needed a product key, which I haven't seen for years.
