1) Download and install on the desktop Windows 10 iso 21H1:

https://www.tenforums.com/tutorials/9230-download-windows-10-iso-file.html
https://www.microsoft.com/en-us/software-download/windows10

2) Uninstall any of these non-Microsoft software
a) antivirus
b) firewall
c) drive encryption

3) Place the computer into clean boot:
https://www.tenforums.com/tutorials/41804-perform-clean-boot-windows-10-troubleshoot-software-conflicts.html

4) Perform an in place upgrade repair using the downloaded Windows 10 iso:
https://www.tenforums.com/tutorials/16397-repair-install-windows-10-place-upgrade.html

5) Decline updates during the in place upgrade

6) If there are any problems during the in place upgrade then run setupdiag and open a new thread for troubleshooting:
https://docs.microsoft.com/en-us/windows/deployment/upgrade/setupdiag

7) If you anticipate other or complicated problems with Windows then instead of downloading the iso to the desktop create a bootable Windows 10 iso flash drive:
