Partner Center CSP enrollment blocked, no workspace, no legal info, AgreementNotSigned

I am trying to enroll my organization as a CSP indirect reseller in Partner Center.

My account is Global Administrator.

When attempting CSP signup, I receive:

Error Code: AgreementNotSigned

SID: c23020e9-6f7e-42e9-ba48-40021ab967a9

cV: f6fjK4cKlmexuk0epmaFLP.0.10

Partner Center state:

  • Organization profile > Legal info is empty
  • Organization profile > Identifiers is empty
  • Agreements is empty
  • No workspace is available
  • Partner Center support requires selecting a workspace before I can create a ticket

I also verified my tenant self-service signup settings using Microsoft Graph PowerShell:

  • AllowEmailVerifiedUsersToJoinOrganization: [true]
  • AllowedToSignUpEmailBasedSubscriptions: [true]

Please advise how to get Partner Center support or complete CSP enrollment when no workspace, legal profile, identifiers, or agreements are visible.

    I just recreated the billing account, this resolved the issue.
