How to talk to a live person from Microsoft support regarding to billing issue?

I am getting a $9.99 monthly billing on my credit card from "Microsoft*Microsoft 36 Microsoft.com WA" but I don't know why or what it is for. Must be Microsoft, and maybe a subscription, but I do not have a memory of signing up for anything from Microsoft. I carefully looked through my Microsoft account for my three email addresses (gmail, yahoo, and outlook accounts) and there is nothing listed on the subscriptions page or orders page.

How can I interact with Microsoft billing support personnel to get this cancelled or at least find more information than is available online?
