A restricted or under-review billing/account status must be cleared directly with Microsoft support; self-service options are limited.
For a commercial Microsoft 365 or business billing account that is blocked or under review:
- Check for “under review” or “blocked” notices
- In the Microsoft 365 admin center, a notification may appear during or after purchase indicating the account is under review. This review is based on the registration (tax) number and other account details and can take about a day or longer.
- Global and billing admins (or Billing Account Owner/Contributor) receive email notifications when the review starts and when it completes.
- If the billing account is blocked
- When a billing account is blocked, actions such as adding new subscriptions or transferring subscriptions are disabled.
- To unblock a billing account purchased directly from Microsoft, contact Microsoft Support using the business support channel described in the documentation. If the organization is a Partner or Enterprise customer, contact the partner or account manager instead.
- If no action is taken, Microsoft may proceed through suspension, tenant deauthorization, and ultimately account termination, with notifications sent before each step. After termination, data and resources are permanently deleted and cannot be recovered.
- Contact Microsoft Support
- For a business billing account bought directly from Microsoft, use the Microsoft 365 admin support path described in the documentation to open a support request and reference that the billing account is blocked/under review after adding or updating company/registration information.
- Ensure a global or billing admin opens the ticket so support can discuss account details.
Because the restriction is tied to billing/account verification, only Microsoft Support can review and remove it; opening a support request as a global/billing admin is required to resolve it.
