The display is turning off because of the lock‑screen power timeout, not because of the screen saver. In Windows 10/11 this timeout is 60 seconds by default when the PC is locked and is controlled separately from the normal “turn off display” and screen saver settings.
To change it, adjust the Console Lock Display Off Timeout value with powercfg and then set the desired time in Power Options.

If needed, the same can be done for battery power using powercfg /setdcvalueindex as described in the documentation.
