Windows 11 in S mode only allows apps from Microsoft Store and restricts many traditional desktop components, including some command-line tools. Windows File Recovery is a command-line app that opens a Command Prompt window to run. In S mode, this type of behavior can be blocked or limited, which is why the Command Prompt window does not appear even after reinstalling the app.
If Windows File Recovery must be used, the supported path is to switch the device out of S mode so that full desktop and command-line functionality is available. Once switched out of S mode, it is not possible to switch back.
On a Windows 11 device in S mode:
- Open Microsoft Store.
- Search for the option to switch out of S mode (this is exposed through the Store experience for S mode devices).
- Follow the on-screen steps to switch out of S mode.
- After switching, reinstall Windows File Recovery from Microsoft Store and run it again; it should then be able to open the Command Prompt window.
If staying in S mode is required, Windows File Recovery cannot be used, and only apps fully compatible with Windows 11 in S mode from Microsoft Store can be used.
