Hello @Ilva Saka Based on my research so far, I haven’t found any requirement that would apply to users who only consume content (e.g., just viewing emails in Outlook).
From what I can see, Viva Amplify mainly defines roles such as Admin, Approver, and Editor, which are all related to creating, managing, or approving campaigns, not simply receiving content. https://learn.microsoft.com/en-us/viva/amplify/viva-amplify-roles#user-roles
In addition, in the Viva Amplify 101 slides, the permissions mentioned during setup (around page 20) also seem to focus on users involved in the setup and campaign process, rather than end recipients.
Looking further at the publication section (around page 34), it describes how content is distributed across channels. From my understanding, there’s no mention of licensing requirements for viewers, and the content can be broadly published for others to see.
So based on this, it seems that users who only receive messages would just need access to the underlying services (e.g., Exchange/Outlook mailbox, Teams, or SharePoint), rather than a Viva Amplify license. This also aligns with guidance that licensing is mainly required for users who actually use the Amplify experience (create/manage campaigns).

You need to license every user to whom you want to make the premium capabilities of Viva Amplify, Viva Engage, and Viva Connections available. This includes employees who will be receiving communications from Viva Amplify. You can choose to license only a subset of your users who will be using premium features or receiving communications, but keep in mind that the product is designed and priced with tenant-wide coverage in mind.
