Azure Artifact Signing — Identity Validation stuck "In Progress", no Action Required

Our organization identity validation for Azure Artifact Signing (formerly Trusted Signing) has been stuck in "In Progress" for weeks. That is well past the documented 1–7 business day window.

We have completed email verification and submitted all requested documentation. No "Action Required" status has appeared and we have received no request for additional documents (checked spam/junk).

This is currently blocking our commercial Windows application launch.
