Azure Artifact Signing — all certificate-profile create/delete fail with UnknownError (backend) Account PivotSigning (East US, sub <pii removed>). Identity validation Completed, subscription = Azure Plan, Microsoft.CodeSigning Registered, roles assigned (Owner + Identity Verifier + Cert Profile Signer). Every certificate-profile create and delete fails: ResourceOperationFailure / terminal Failed / UnknownError. Correlation IDs: <pii removed>. Same symptom as question 5916018. Requesting backend intervention.

The described behavior (all certificate profile create/delete operations failing with UnknownError) is not covered by the available documentation. The context only documents the normal paths for creating, deleting, and managing Artifact Signing resources and roles, not backend failure conditions or escalation paths.
