How Copy to Output XSD files in Visual Studio 2019

I have a couple of XSD files in my project. Both are setted as "Copy always" and build action as "Content".
If I publish with VS 2017, it copy them to the output directory without problems, but with VS2019 can't copy them. No matter what build action a use.
