Unable to access web site on TFS 2013 (Update5) http://localhost:8080/tfs

Hi.

I have TFS 2013 (Update 5) installed on a single server along with SQL Server Express (use Management Studio 2014 to view). I had restarted the machine, removed a few old users, but kept the Service account as is (I have changed to test another account before changing back again). I have the "Team Foundation Server Administration Console" showing my Collections are fine and online. When I try and click on "Group membership" or "Administrator Security on the left hand side when in the "Team Foundation Server Administration Console" I get the error:

Please contact your administrator. There was an error contacting the server. Technical information (for administrator): HTTP code 500: Internal Server Error

When I try accessing the web site https://localhost:8080/tfs it shows error:

HTTP Error 403.14 - Forbidden

The default Web Application shows the basic landing page so I think IIS is not the problem. I think it is permissions as when I go into SQL Server Express as Service account it still says some databases are hidden - even though it is showing config db and two collection dbs as expected.

I wonder if I have to somehow recover the sa account as not sure of password.
