This behavior is expected because RHEL 9.8 is currently not listed as a supported OS version in the Azure Site Recovery support matrix. At present, supported versions include RHEL 9.7 and below, and ASR replication is only guaranteed on supported OS/kernel combinations.
To restore replication, we recommend using a supported OS version (such as RHEL 9.7) or waiting until RHEL 9.8 support is officially added through a future Site Recovery update rollup.
Also, before performing OS/kernel upgrades, it’s important to validate compatibility against the support matrix, as unsupported versions can lead to replication failures.
