All mail going to Junk in classic Outlook is usually caused by Junk Email Options being set too aggressively or by Blocked/Safe lists forcing everything to be treated as junk.

Try these checks in classic Outlook for Windows:

    1. Check Junk Email protection level
      1. In Mail, select Home.
      2. In the Delete group, select Block > Junk E-mail Options.
      3. On the Options tab, make sure the level is not set to Safe Lists Only or an overly aggressive setting for the way mail is used.
        • For testing, set it to No Automatic Filtering or Low.
      4. Select OK.
    2. Review Blocked Senders list
      1. In the same Junk E-mail Options dialog, go to the Blocked Senders tab.
      2. Check if broad domains (for example, @example.com or .com) or many legitimate senders are listed.
      3. Remove any entries that should not be blocked.
      4. Select OK.
    3. Review Safe Lists behavior
      1. In Junk E-mail Options, check whether Safe Lists Only is selected.
        • If it is, any message not from Safe Senders or Safe Recipients is treated as junk. Change this to Low or No Automatic Filtering.
      2. Optionally add important contacts/domains to Safe Senders so they are never treated as junk.
    4. Verify “Permanently delete suspected junk email” is not enabled
      1. In Junk E-mail Options > Options tab, ensure Permanently delete suspected junk email instead of moving it to the Junk E-mail folder is not checked while troubleshooting.
    5. If using Outlook.com/Exchange Online with web settings
      • Sign in to Outlook on the web.
      • Go to Settings > Mail > Block or allow.
      • Make sure Don’t move email to my Junk Email folder is not selected if junk filtering is desired.
      • Confirm there are no incorrect entries in Safe Senders and Recipients or Blocked Senders that would cause everything to be treated as junk.

After adjusting these settings, send a few test messages from different accounts to confirm they now arrive in the Inbox instead of Junk.
