Yes, you can upgrade/install Windows 10 without buying a license upfront, but that does not mean you’ll have a properly activated/licensed copy.
The old “free upgrade” from Windows 7 to Windows 10 is effectively over. For years, many Windows 7 keys still activated Windows 10, but Microsoft has since closed that path for new activations.
So it depends on your situation:
If that PC was already upgraded to Windows 10 before: You probably have a digital license tied to that hardware. In that case, reinstalling or upgrading to Windows 10 should usually activate automatically once online.
If the PC has only ever had Windows 7: You can install Windows 10 and skip the product key during setup, but it will likely remain unactivated unless you buy/use a valid Windows 10 license.
