Function app has AdminDisabled status

My Azure function has a status of "AdminDisabled" in the Portal and returns a 403 when I try to access it.
My subscription is active.
I haven't received any emails from Azure regarding this function.

I do not have a support subscription, and cannot download my code either, why?

If someone observed the status as AdminDisabled as below then please verify the below possible scenarios of when App Service resource can produce such an error:

· The site has reached a billing limit and your site has been disabled.

· The Website has been stopped in the portal.

· The Azure Website has reached a resource quota limit that applies to either Free or Shared scale modes.
