The error message indicates that a tenant policy is blocking updates to trusted certificate subjects. In this case, existing entries can be removed, but new entries cannot be added or modified through the application manifest.

Could you confirm the following?

Which manifest property are you trying to update?

What role do you have in the tenant (Global Administrator, Cloud Application Administrator, Application Administrator, etc.)?

Does the same error occur with other app registrations, or only with this application?

This will help determine whether the restriction is coming from a tenant-wide policy or from permissions assigned to your account.
