I have the phone link on my android phone, have enabled it on my computer but the phone link icon or app never appears on my PC. Is there a download for the app from MS?

Press windows key in search type phone link . then filter your phone link app. suppose not showing checking MS Store if already installed state just uninstall and reinstall it will work..
above link is same like issue report and resolved.
