AADSTS5000228 - Access to tenant is denied after successful Microsoft 365 Developer Program enrollment

I successfully enrolled in the Microsoft 365 Developer Program on 21-Jun-2026.

A tenant named:

[Moderator note: Personally Identifiable Information removed].com

was created and I received the welcome email confirming successful setup.

My administrator account is:

[Moderator note: Personally Identifiable Information removed].com

However, I cannot sign into:

  • Office.com
  • Azure Portal
  • Admin Center
  • Copilot Studio

Every login attempt returns:

AADSTS5000228: Access to tenant '[Moderator note: Personally Identifiable Information removed]' is denied.

I also tried password recovery at:

https://passwordreset.microsoftonline.com

but it says:

"The email or username you entered does not exist." [Moderator note: Personally Identifiable Information removed]

More than 24 hours have passed since the tenant was created.

Could someone please help determine whether the tenant provisioning failed or whether the tenant has been blocked?

    Based on your description, this issue appears to be related to an incomplete or inconsistent setup process for your Microsoft 365 Developer tenant. To ensure I fully understand your situation and provide the most effective assistance, I’ll need a few additional details, such as:   

    Could you please confirm which account you are using to access the Microsoft 365 Developer Program dashboard? As far as I know, you should use the original account that was used to sign up for the Developer Program. 

    In addition to the welcome email, have you received any other emails related to the setup or subscription? 

    For now, you can try accessing the Microsoft 365 Developer Dashboard using the same account you used to sign up for the E5 subscription and check the current status of your subscription. Based on what is shown in the dashboard: 

    • If no subscription is set up, you may need to complete the setup process there. 
    • If the subscription is missing or inactive, it may indicate that the tenant was not fully provisioned.
