How to get Claude (Anthropic) model quota in Azure AI Foundry: quota is 0 in East US 2 and Sweden Central

I'm trying to deploy an Anthropic Claude model in Azure AI Foundry but cannot, because the model quota is 0.

Environment:

  • Service: Microsoft Foundry (Azure AI Foundry), AIServices resource
  • Region: East US 2 (resource is deployed here; Sweden Central is the only other supported Claude region)
  • Deployment type: Global Standard (pay-per-token)
  • Model: claude-sonnet-4-6 (also tested claude-opus-4-6)

My subscription meets all the documented prerequisites for deploying Claude:

  • It is a paid / billed Azure subscription (not free trial, sponsored/credit-only, or CSP).
  • The Foundry resource is in a supported region (East US 2).
  • Deployment type is Global Standard.
  • I have Contributor on the resource group.

The only unmet item is quota (currently 0).

Problem:

  • In the Foundry "Model quota" blade (Show all quota enabled), all Claude models show 0 assigned quota in both East US 2 and Sweden Central.
  • Deploying fails with "Insufficient quota for selected options" / "The model is not available in this resource".
  • Region is supported, the resource type is correct, and I have Contributor on the resource group, so this is not a role or region issue — it's purely 0 quota.

  1. Is the Foundry quota request form the correct and only intake for Anthropic/Claude quota, or is there another approval path?
  2. Typical turnaround time for Claude/Anthropic quota approval?
  3. Are there any subscription-type restrictions for Anthropic models I should be aware of?
  4. Does requesting quota require Owner/Contributor at the subscription level (vs. resource group level)?

Any guidance on the fastest supported path to get a non-zero Claude quota grant would be appreciated. Thanks!
