The reason you are seeing Canada permanently locked and greyed out is a strict backend rule with Microsoft: Microsoft 365 subscriptions are completely region-locked to the country where they were first purchased.
Even though you updated your personal profile address to the UAE, your active Microsoft 365 Personal subscription is anchoring the billing checkout portal to the Canadian store and Canadian currency. The system will refuse a UAE-issued credit card on a Canadian store front.
You can resolve this issue using one of two methods:
Method 1: The Self-Service Fix (Cancel & Resubscribe)
Because you want to upgrade your subscription level anyway, the cleanest self-service route is to break the loop by letting the Canadian subscription drop.
Turn off Recurring Billing / Cancel: Go to account.microsoft.com/services and log in. Locate your Personal subscription, click Manage, and choose to Cancel or turn off recurring billing.
Clear the Region Change: Ensure your profile region is cleanly set to the UAE by checking account.microsoft.com/profile.
Wait out the Cycle: Once the subscription officially closes or reaches its expiration date, the "Canada" block on your payment portal will lift.
Subscribe Fresh: You can then add your UAE credit card normally and purchase your new Premium plan directly through the UAE store front.
📂 What happens to your data? Don't worry about losing your emails or OneDrive files. When a subscription ends, Microsoft places your account into a "Read-Only" grace period for up to 30 to 180 days. Your files will not be deleted; you just won't be able to edit them or add new ones until you activate the new UAE plan.
If you do not want to wait for your current Canadian plan to expire, or if you have a significant amount of pre-paid months left that you don't want to lose, you have to request a manual billing region migration from an actual Microsoft representative.

In the text search box, type "Update billing region" or "Billing country locked" and click Get Help.
Scroll to the bottom and click the Contact Support button.
Under Products and services, choose Microsoft 365 and Office.
Under Category, select Billing and payment updates and click Confirm.
Choose Chat with a support agent in your web browser.
