Scroll Bars Not Smoothly Scrolling

When I am in Excel's desktop app with M365, the scroll bars are not scrolling smoothly. If I use my mouse's scroll wheel, it scrolls smoothly, and if I use the Excel Web App, the scroll bars do work. But in the desktop app, if I click and drag the scroll bar, the screen remains on the old cells until I release the scroll, at which point the screen updates to the cells I ended up on. But I should be able to drag the scroll up, down, left, and right and see the cells I am scrolling past.

I have tried updating my computer, clearing my cache, and all the other things I've found online with no success.

    Welcome to the Microsoft Q&A forum.

    Based on your description, when you click and drag the scroll bar, the screen remains still. Only after you release the mouse button does the screen move to the corresponding position.

    I understand that you have already tried several troubleshooting steps, but the issue still persists.

    May I ask whether you have already tried performing an Online Repair or uninstalling and reinstalling Excel?

    Please follow the steps below and let me know whether the issue is resolved:

    1. Please try signing out of your account and then signing back in.
    2. Perform an Online Repair for Office/Excel:
      • Step 1: Completely close Excel.
      • Step 2: Press Windows + I > Apps > Installed apps > locate Microsoft Office.
      • Step 3: Click the ... menu > Modify > Online Repair.
      1. If the issue still occurs, please try uninstalling and reinstalling Excel.
