Based on your description, when you click and drag the scroll bar, the screen remains still. Only after you release the mouse button does the screen move to the corresponding position.
I understand that you have already tried several troubleshooting steps, but the issue still persists.
May I ask whether you have already tried performing an Online Repair or uninstalling and reinstalling Excel?
Please follow the steps below and let me know whether the issue is resolved:
- Please try signing out of your account and then signing back in.
- Perform an Online Repair for Office/Excel:
- Step 1: Completely close Excel.
- Step 2: Press Windows + I > Apps > Installed apps > locate Microsoft Office.
- Step 3: Click the ... menu > Modify > Online Repair.
- If the issue still occurs, please try uninstalling and reinstalling Excel.
