    Hi flower

    Thank you for your response.

Since you are able to sign in to the Microsoft 365 Admin Center, I recommend creating a support ticket with Microsoft Support for further investigation. Please follow these steps:

    • Sign in to the Microsoft 365 admin center
    • Verify your admin role by navigating to: Users > Active users > select your account > Account tab, and review your assigned roles.

In the Microsoft 365 Admin Center, click Help & Support in the lower-right corner.

If the Support Assistant switch is enabled, turn it off.

This will open the Contact Support section.

In the search box, enter a brief description of your issue, or simply type "contact".

Wait a few moments for the Contact Support button to appear.

Select Contact Support and follow the prompts to submit your support request.

This will allow the Microsoft Support team to review your issue in greater detail and provide assistance specific to your tenant.

I hope this information helps clarify the next steps. If you find this answer helpful, please consider marking it as the solution and upvoting it. Doing so helps other community members who may encounter the same issue find the relevant guidance more quickly.

But right now Microsoft has new policy, they don't accept third party admin, so blue host is not willing to do any of this and they said they can not contact Microsoft, they asked me to close the domain relationship with them and work with Microsoft directly, so i don't know how it works once i start the new account with Microsoft, do i still need to do the same steps as you said,

    Hi flower

Thank you for sharing the detailed error message you received.

The error “550 5.7.705 Service unavailable. Access denied, tenant has exceeded threshold” because the tenant has exceeded Microsoft's outbound sending threshold. This typically occurs when Microsoft detects a high volume of email activity that appears suspicious, spam-like, or resembles bulk email sending.

Please note that this issue cannot generally be resolved by Bluehost or by changing Outlook settings, as the restriction is applied at the Microsoft 365 tenant level. The Microsoft 365 Global Administrator for your organization will need to review the tenant, address any underlying issues, and then work with Microsoft Support to have the block reviewed and removed.

Here are recommended steps for your IT admin:

(If you are not the Microsoft 365 Global Admin, please contact the person who manages your Microsoft 365 tenant and provide them with the complete Non-Delivery Report (NDR), including the 550 5.7.705 error code and server details.)

    1. Review all mailbox and administrator accounts for signs of compromise, particularly accounts that may have recently sent a large volume of emails.
    2. Reset passwords for any suspicious or affected accounts.
    3. Enable or enforce Multi-Factor Authentication (MFA) for both admin and user accounts.
    4. Review inbox rules, mail forwarding rules, connectors, and transport rules to ensure there are no unauthorized configurations.
    5. Run message traces and review outbound email activity to identify the source of the excessive or suspicious sending.
    6. After resolving the root cause, open a support request through the Microsoft 365 admin center and request a review of the outbound sending block. Microsoft can remove the block only after the underlying issue has been addressed.

For additional information, please refer to Microsoft's official documentation regarding:

     NDR error codes 550 5.7.703, 550 5.7.705, 550 5.7.708, and 550 5.7.750

Note: If your domain or DNS records are hosted with Bluehost, they can assist with DNS-related configurations such as SPF, DKIM, and DMARC. However, the outbound email block itself is enforced by Microsoft and must be reviewed through Microsoft Support.

I hope this clarifies the cause of the issue and the steps required to resolve it. If you have any further questions or need additional assistance, please don't hesitate to reach out.

Thank you for your patience and understanding.
