Log into https://account.live.com/activity. Do you see any unrecognized but successful accesses? Check https://account.live.com/names/manage and https://account.live.com/proofs/manage. Does everything look good to you there? If you have access to another mail service, send your Outlook.com address a message. Do you receive any non-delivery reports? If you try to send mail from the account, do you get any error messages? Describe in detail exactly what you see so someone might be able to figure out what's happening.
